صحيفة عربية تتوقع سيناريو كارثي لموظفي الاونروا مطلع 2021

لا رواتب الشهر الجاري للموظفين

أكَّدت صحيفة “الأخبار” اللبنانية أن إدارة الاونروا” الحالية تُفكّر جدياً في تقليص عدد الموظفين، ما يعني حكماً تخفيض الخدمات في مختلف القطاعات، وأن «أزمة الرواتب خطوة أولى تمهّد للقرارات الجديدة المتعلّقة بحجم النشاط، وصولاً إلى تنفيذ المخطط الأميركي لإنهاء الوكالة».

ستمتدّ هذه الخطوات، بذريعة العجز المالي، إلى المساس بالموظفين ومنحهم إجازات استثنائية من دون رواتب، وأيضاً سحب الزيادات والعلاوات التي حصلوا عليها خلال العامين الماضيين.

على نحو مفاجئ، أعلنت الإدارة، منتصف الشهر الماضي، أنها تعاني من أزمة مالية خانقة، وأنها قد لا تستطيع دفع كامل رواتب الموظفين، وهم أكثر من 28 ألفاً يعملون في تقديم الخدمات الصحية والتعليمية والإغاثية لأكثر من أربعة ملايين لاجئ.

ودفعت الخطوات الأخيرة للوكالة، «المؤتمر العام لاتحادات العاملين» في “الأونروا”، إلى إصدار بيان شديد يهاجم فيه الإدارة الحالية ويتّهمها بأنها تعدّ لـ”قرارات غير مسبوقة تهدف إلى إنهاء الأونروا وخدماتها قبل الوصول إلى حلّ عادل وشامل للقضية الفلسطينية”، داعياً إلى «انتفاضة للموظفين واللاجئين والمجتمع الدولي”.

وتخالف هذه الإجراءات تفويض الجمعية العمومية للأمم المتحدة التي مدّدت ولاية «الأونروا» إلى 2022، كما يقول «المؤتمر العام»، الذي يتّهم الإدارة الحالية بـ«تقديم إنهاء عمليات الوكالة على طبق من ذهب خدمة للاحتلال وبهدف إلغاء الشاهد الأممي الوحيد على قضية اللاجئين».

ولم تتوقّف القرارات الجديدة عند هذا الحدّ (تأخر الرواتب وتقليص الخدمات)، بل بدأت الوكالة تغيير نظام المساعدات الإغاثية بإنهاء نظام الفئات (الفقيرة والأشدّ فقراً) وتوحيد قيمة المساعدات لجميع الفئات بحجّة نقص الدعم، فيما عمدت إلى حجب فئات جديدة عن الخدمات الإغاثية، خاصة عائلات الموظفين في الحكومة أو «الأونروا» أو مؤسسات المجتمع المدني أو البلديات أو شركات الاتصالات أو الكهرباء أو أصحاب الدخل الثابت.
