ألقت بظلالها الثقيلة على القطاعات المهمة في قطاع غزة، وخاصة وزارة الصحة والتعليم والتنمية الاجتماعية، ما زاد الضغط على مصروفات وزارة المالية المدفوعة تجاه الخدمات الأولية والمهمة لإنقاذ الجبهة الصحية والتعليمية والاجتماعية التي لا يمكن غض النظر عنها في أي حال من الأحوال.
وكيل وزارة المالية عوني الباشا تحدث لبرنامج أروقة الوزارات الذي يعده ويقدمه المكتب الإعلامي الحكومي، وقال إن الانخفاض في الإيرادات جدا ملحوظ وفارق مقارنة بالإنفاق المقدم للقطاع الصحي من أدوية وتطعيمات معدات وأجهزة تواجه جائحة كورونا، ورغما عن الوضع السيء الذي فرضه واقع الجائحة إلا أن المالية تبذل ما بوسعها لتحسين الخدمات المقدمة.
وأكد الباشا أن المالية أحدثت نوع من التوازن بين الانفاق والإيراد الحكومي، وفضلا عن ذلك اجتهدت على صعيد تحسين نسبة رواتب الموظفين من 40% إلى 50% بحد أدنى 1400 بدلاً من 1200.
وأشار الباشا إلى أن المالية تتطلع لدعم خارجي وداخلي لكي تستطيع تقديم خدماتها، حيث تعيش الوزارة حالة ضخ من الانفاق على القطاع الصحي في استقطاب كوادر صحية جديدة ودعم المشافي بالأجهزة والمعدات اللازمة.
وأضاف الباشا أن المالية حققت أهدافها بالحفاظ على دفع رواتب الموظفين في الأول من كل شهر، فضلا عن صرف رواتب المتقاعدين والتشغيل المؤقت والأمومة تصل قيمتها إلى ثلاثة مليون ونصف شيكل شهرياً.
“المالية قامت بعملية استدانة من البنوك لدفع الرواتب في موعدها، رغم انعدام الموارد التي من الممكن أن تستند عليها الحكومة في توفير رواتب الأطباء والحكماء والممرضين والتصنيفات الأخرى والكثيرة التابعة للحكومة الفلسطينية” حسب الباشا.
وأكد الباشا على أن المصاريف الفردية التي يتم جبايتها من المواطنين وأصحاب المال تتحول تلقائياً إلى لإنفاق يدعم الخدمات التي يتلقاها المواطن إن كان له مريض في المستشفى، أو إن كان له طالب في المدرسة، أو حتى المواطن العادي الذي ينعم بالأمان بفضل رجل الأمن الذي يقضي نهاره واقفاً على مفترقات الطرق، فكل ذلك يعود للإنفاق من صندوق المالية.
وكيل وزارة المالية قال إن بعض الخدمات التي قدمتها المالية للموظف الفلسطيني تلخصت في خدمات تسهل عليه عناء إنجازها، من خلال إعطاء الفرصة للمواطن بإيداع مبلغ مستقطع من المستحقات ووضعه في الحافظة الالكترونية التي من خلالها يمكنه الاستفادة من الخدمات الحكومية كدفع أقساط الجامعة أو عمل هوية او الحصول على رخصة قيادة والكثير من الخدمات.
