تنويه هام من وزارة العمل الفلسطينية للأخوة العمال
أكّد وزير العمل نصري أبو جيش يوم السبت، على أنّ وزارته ستتّخذ الإجراءات القانونية اللازمة بحق غير الملتزمين بتطبيق الحد الأدنى للأجور الذي تمّ إقراره مؤخرًا، والذي سيبدأ العمل به وتطبيقه مطلع العام المقبل.
وقال أبو جيش، في تصريحات لصوت فلسطين رصدتها وكالة “فلسطين الآن”، إنّ وزارة العمل وضعت آلية محددة حسب قانون العمل لمراقبة تطبيق قرار الحدّ الأدنى وستشرف من خلال الإدارة العامة للتفتيش على متابعة تنفيذه، لافتًا إلى أنّ نسبة تطبيق الحد الأدنى الحالي وصلت في عام 2019 إلى 89% فقط.
وذكر أنّ قطاعات الإنتاج الثلاثة في فلسطين ممثّلة بالغرف التجارية والمجلس التنسيقي والاتحادات العمالية والحكومة ممثلة بوزارة العمل قد اتّفقت على رفع الحدّد الأدنى للأجور إلى 1950 شيقلًا في كافة القطاعات، لافتًا إلى أنّ الاتحاد العمالية كانت تطالب بأكثر من ذلك.
وأشار إلى أنّ الحد الأدنى الحالي للأجور والبالغ 1450 شيقلًا أقرّ في عام 2012، أي منذ 9 سنوات، وهو لا يكفي لسدّ الحاجات الضرورية لأي عامل وأسرته.
وقال إنّ وزارة العمل، ومنظمة العمل الدولية، والقطاع الخاص، أجروا دراسات منفصلة حول الحدّ الأدنى للأجور في فلسطين، وتوصّلوا إلى ضرورة رفعه.
وأوضح أنّ الجهة المخوّلة بالقرار هي لجنة الأجور المشكّلة من أطراف الإنتاج الثلاثة، وسيتمّ دعوتها الأسبوع المقبل لإقرار هذا المبلغ، والآليات والمحددات، ثم سيتمّ رفعه إلى مجلس الوزراء لاعتماده والمصادقة عليه.
وأكّد أبو جيش أنّ العمل بالحد الأدنى للأجور الجديد سيبدأ في مطلع عام 2022، موضحًا أن هذا الأمر كان “مخرجًا في الحوارات مع أطراف الإنتاج الثلاثة حتى لا نكبّل على كاهل الاقتصاد الفلسطيني ضغطًا أكبر في ظل جائحة كورونا”.
وبيّن أنّ المطالبات كانت برفع الحد الأدنى للأجور ليكون مماثلًا لمستوى خط الفقر وهو 2450 شيقلًا، معتبرًا أنّ رفع الحد الأدنى بمبلغ 500 شيقل دفعة واحدة بمثابة “إنجاز كبير” سيحقق بعض احتياجات العامل وأسرته.
وشدّد على أنّ قرار رفع الحدّ الأدنى للأجور إلى 1945 شيقلًا يشمل كافة قطاعات العمل، سواء الحكومية أو الخاصة.
