نشرت وكاله “أمد للإعلام” نص مذكرة صرف المنحة القطرية للمساعدات الإنسائية في قطاع غزة بين وزارة التنمية الاجتماعية الفلسطينية والخارجية القطرية لدعم الشعب الفلسطيني جاء بها ما يلي:-
مذكرة تفاهم بين دولة فلسطين – وزارة التنمية الاجتماعية ووزارة الخارجية القطرية – لجنة إعادة إعمار غزة
لصرف منحة المساعدات الإنسانية النقدية المقدمة من دولة قطر
مذكرة تفاهم
لصرف منحة المساعدات الإنسائية النقدية المقدمة من دولة قطر للأسر المتعففة في قطاع غزة
تم ابرام هذه المذكرة يوم ……….. الموافق …مم /2021/7م؛ بين كل من:
الطرف الأول: دولة فلسطين. ويمثله معالي وزير التنمية الاجتماعية/ د. أحمد مجدلاني.
والطرف الثاني: لجنة إعادة إعمار غزة. وهي مؤسسة مستقلة تتبع وزارة الخارجية القطرية، أنشئت سنة 2012م للإشراف على المنح المالية التي تقدمها دولة قطر لدعم الشعب الفلسطيني ويمثلها سعادة السفير/ م. محمد إسماعيل العمادي بصفته رئيس لجنة إعادة إعمار غزة.
بعد أن أقر الطرفان بأهليتهما القانونية للتوقيع على هذه المذكرة بصفتيهما مفوضين عن جهتيهما اتفقا على ما يلي من شروط وبنود:
تمهيد: حيث أن الطرف الأول وانطلاقا من أجندة التنمية الوطنية 2023-2021 يسعى إلى تعزيز تدابير الحماية الاجتماعية بهدف معالجة الفقر والبطالة في دولة فلسطين؛ وحيث ان لديه المعرفة والخبرة والقدرات والترتيبات والإجراءات الغنية لإدارة برامج المساعدات النقدية» ونظرا للأوضاع الإنسانية الصعبة التي يعيشها سكان دولة فلسطين عامة وسكان قطاع غزة خاصة».
وحيث أن الطرف الثاني يرغب في مساعدة الشعب الفلسطيني وتخفيف معاناته خصوصا في قطاع غزة؛ ورغبة دولة قطر بتقديم مساعدات مالية للأسر المتعففة في قطاع غزة؛ مما يساهم في التخفيف من صعوبة الظروف الحياتية الثي يعاني منها سكان القطاع؛ فقد اتفق الطرفان على أن يتم صرف منحة المساعدات الإنسانية النقدية المقدمة من دولة قطر للأسر المتعففة في قطاع غزة وفق ما يلي:-
مادة رقم (1):
التمهيد: يعتبر التمهيد الأسبق جزء! لا يتجزأ من هذه المذكرة.
مادة رقم (2):
بناء على رغبة الفريق الثاني بصرف منحة المساعدات الإنسانية النقدية المقدمة من دولة قطر للأسر المتعففة في قطاع غزة؛ يقوم الطرف الثاني بتحويل المبالغ الخاصة بالمنحة القطرية إلى البنوك المعتمدة والمرخصة من سلطة النقد الفلسطينية ليتم صرفها للمستفيدين وفق آلية الصرف الواردة في المادة رقم (4) دون تأخير وذلك حسب التواريخ التي يحددها الطرف الثاني.
مادة رقم (3):
بناء على رغبة الفريق الثاني بصرف منحة المساعدات الإنسانية النقدية المقدمة من دولة قطر كمخصصات مالية للمستخدمين في قطاع غزة» يقوم الطرف الثاني بتحويل المبالغ الخاصة بالمنحة القطرية إلى البنوك المعتمدة والمرخصة من سلطة النقد الفلسطينية ليتم صرفها للمستخدمين وفق آلية الصرف الواردة في المادة رقم (4) دون تأخير وذلك حسب التواريخ التي يحددها الطرف الثاني.
مادة رقم (4): آلية الصرف:
1- يقوم الطرف الأول بإصدار التوجيهات اللازمة للجهات ذات العلاقة بالسماح للبنوك المعتمدة والمرخصة من سلطة النقد الفلسطينية باستقبال الحوالات من الطرف الثاني بغرض صرفها للمستفيدين الذين يحددهم الطرف الثاني من خلال القائمة التي يسلمها للطرف الأول.
2- يتم الصرف بواسطة بطاقات الصراف الآلي حيث يقوم البنك الذي سيصرف المساعدة المالية بإصدار بطاقات مخصصة لهذه المنحة؛ وستكون ذات تصميم خاص يوضع عليه شعار كل من الطرف الأول والطرف الثاني ويتم اعتماد تصميم شكل البطاقة من الطرفين.
3- يفوم الطرف الثاني وقبل 48 ساعة من كل عملية صرف. بتسليم قائمة بأسماء المستفيدين اللذين سيستلمون المساعدات النفدية للطرف الأول؛ الذي سيقوم بدوره بتسليمها للبنوك التي ستقوم بعملية الصرف، على أن تكون هذه الأسماء من ضمن القائمة التي وافقت عليها الأطراف ذات الصلة.
4- يقوم الطرف الأول بإبلاغ الطرف الثاني بالبنوك التي ستقوم بعملية الصرف» ليقوم الطرف الثاني بتحويل المبالغ المخصصة للمنحة لكل بنك حسب توصيات الطرف الأول.
5- يقوم الطرف الأول بضمان ألا تزيد عمولة البنوك التي ستقوم بعملية الصرف عن 1.5 دولار أمريكي لكل عملية صرف للمستفيد الواحد؛ على أن يتم خصم هذه العمولة من الطرف الثاني وليس من المستفيدين.
6- يقوم الطرف الثاني بتحديد مدة عملية الصرف قبل كل عملية صرف؛ ويقوم الطرف الأول بتسليم الطرف الثاني كشوفات المستلمين بعد مدة لا تزيد عن 48 ساعة من انتهاء عملية الصرف.
7 – يقوم الطرف الأول بالإبعاز للبنوك آلتي تقوم بعملية الصرف بتحويل المبالع المتبقية للمستفيدين الذي لم يستلموا مخصصاتهم من المنحة بعد انتهاء كل عملية صرف مباشرة إلى حساب الطرف الثاني.
مادة رقم (5):
العدد الإجمالي للمستفيدين من الأسر الفقيرة هو 167,085 وهو العدد الذي وافقت عليه الأطراف ذات صلة.
مادة رقم (6):
يتم الصرف لعدد 100,000 مستفيد من الأسر الفقيرة في كل عملية صرفء وهذا العدد قابل للزيادة أو النقصان حسب ما يحدده الطرف الثاني.
مادة رقم (7):
العدد الإجمالي للمستفيدين من المستخدمين في قطاع غزة هو 27,695 وهو العدد الذي وافقت عليه الأطراف ذات الصلة؛ ويتم الصرف لجزء منهم أو لجميعهم حسب ما يحدده الطرف الثاني.
مادة رقم (8):
وإشهادا لما تقدم وقع المفوضان أدناه والمخولان من قبل جهتيهما بالتوقيع على هذه الاتفاقية.
